The ministerial period of Lutsenko — most debatable and inconsistent in its destiny. The estimations miss — from enthusiastically positive up to negative.

Whether there was a Ukrainian militia to work better? The question is incorrect — there is no base of comparison. AT KUCMA the MILITIA NOT PROVIDED LEGALITY And LAW IN SO MUCH IN COUNTRY, HOW MANY EXECUTED FUNCTION of the POLITICAL RETALIATORY MACHINE. And in the award of militia it was allowed " to be fed  by a forage ": to collect money from the businessmen, cash from criminals and cash from the drivers.

Now by efforts of a team Lutsenko the corruption in militia, certainly, not removed, but is strong made less. Also was immediately found out, that only on the budget salaries the militiamen can exist only only theoretically. Yes, the salaries by it began to raise, but the budget of the country is obviously poor, the problem remains.

Figures of percentage downturn of criminality, is especial on especially heavy crimes — to murders, robberies, room thefts, impress, but the public demands, that all gangsters immediately should have appeared in prisons. Earlier people have prisoned in scheme: there was an instruction from above, the proofs hastily were going  were beaten out, Office of Public Prosecutor " took under hat", courts, being not too troubled finding - out of true, took out "Guilty" verdicts. In result, ours prisons till now are overflowed, but there are there not all those whom there place. Now Office of Public Prosecutor is filled simply up with businesses exited by militia, and except for it to work on the officials nobody has the rights — the law is those. By the way, the corruption in the form of the termination of criminal cases in exchange for "gratitude" prisoned exists and there. And in such closed and untouchable sphere, as judicial authority — still.

The main break achieved by the minister Lutsenko, — is accepted by Council of DEFENCE and NATIONAL SAFETY the concept of reform of power structures of Ukraine providing significant expansion of the rights and opportunities THE MINISTRY OF INTERNAL AFFAIRS in business of an establishment law.
